He' from Zombie Loan and he's name is Akatsuki Chika XD Rings any bells?
The best part was the last few minutes of anime where Chika almost fell from a half-ruined building and was hanging on one hand.
Shito (he's co-mate) gave him a hand but Chika went like "I won't give you my hand untill YOU'll call my name!!!!"
"Akatsuki it's no time for this!"
"Damn you CALL my NAME already!"
"Chika GIVE me your hand dammit!"

I really liked that anime :D It's a shame it was so short T_T The scene you mentioned in the comment is one of my favourite scenes too :D The second one being those last minutes of the show when that boring four-eyed boss of Zombie Loan showed his true self :love:
